Project description:
Hybrid threats are highlighted in the EU Security Union Strategy 2020-2025, which defines hybrid threats as a mixture of coercive and subversive practices, combining traditional and non-traditional methods (i.e. diplomatic, military, economic, technological) that can be used in a coordinated way by national or non-state actors, but still below the officially declared threshold of warfare. The realization of hybrid threats is intended to change the decisions of the country of destination by interfering in their internal affairs and / or preparing the population of the country of destination to support the forthcoming intervention. Some examples of hybrid attacks affecting the EU are the referendum on the status of Crimea, the sudden massive influx of illegal migrants from the Russian Federation across the Arctic border into the Kingdom of Norway and the Republic of Finland in 2015-2016 (often at -30 degrees outside); activation of channels, use of illegal migrants by Belarus as a weapon against the EU, etc. The methods for achieving the hybrid effect are different and are usually used simultaneously. While cyber-attacks, customs restrictions, political pressure or fake news can be considered direct hybrid attacks, there are also more covert methods such as the use of local sanctions, soft films, music videos or books, children's summer camps, etc. Although we know what hybrid threats are, and hopefully will recognize them when they occur, there is a need for a common knowledge-based response to hybrid threats. Researching this phenomenon, educating people, including the fight against hybrid threats, is a key. This body of knowledge should be based on the knowledge of EU and national researchers, public and private experts, and be available through a compact master's degree to relevant officials in EU MS-s. Officials, decision-makers, as well as businesses, senior executives, and the public who are aware of and understand the dangers, are our strength and improve our resilience to hybrid threats. In order to have a common understanding of today's threats and their hybrid manifestations, EU officials need up-to-date training and education in this area. In order to achieve this goal, it is necessary for the academic institutions, practitioners and experts of the EU MS-s, incl. the pool of the knowledge of the private sector to create an international 60 ECTS Master's course Curriculum. The curriculum would address both hybrid threats and their implications, recognition and response to misinformation and manipulation of public information space, information clutter, etc. Some similar topics are taught in various higher education institutions but a joint Curriculum in this field is missing.
