The Centre was established in July 2002.
 
The main tasks of the Centre:
 

• planning and implementation of courses for training dog handlers and service dogs for various purposes 
• development of educational curricula and programs 
• participation in the development of regulations, teaching and professional literature, educational materials and manuals within its scope of work 
• education and training of instructors as well as improvement and supervision of their work 
• carrying out checks on the level of operational work efficiency of dog handlers with service dogs (licensing) 
• analysing the situation and proposing and organizing educational processes in order to improve the equipment and professional qualifications of police officers who conduct the training for dog handlers and service dogs 
• planning and implementation of the methodology and tactics of using service dogs 
• monitoring the health status of service dogs 
• testing candidates for service dog handlers 
• developing plans for the procurement of dogs for training and testing dogs for admission to the Ministry 
• providing expert assistance to police administrations and other organizational units and giving directions for their work 
• planning and implementing the measures related to the procurement of equipment and the use of appropriate techniques from its scope of work 
• implementing and developing international cooperation in the segment of training dog handlers and service dogs, as well as with the aim of improving educational curricula and programs and harmonizing them with international qualification frameworks for education 
• establishing contacts and cooperation with European agencies and partner academies as well as with other ministries, institutions, agencies and organizational units of the Ministry of the Interior
